Primary flow
- Register an Anchor with a slug, a nonce, and exactly 21 council candidate public keys.
- Share a link or OneGate QR with anchorAppId so users can stake, redeem, and claim rewards.
- Use the operator actions only when you need to move NEO between agents or update a vote target.
